I think Woods decided to add another tournament on his schedule because he wants to improve his club swing and putting which went awry in the British Open. Plus, this is his last chance to win a major for the year which would add to another title in his illustrious PGA Tour career.
Woods is definitely a sure bet at the PGA Championship but there are other players lurking at his back.

Phil Mickelson would be a sentimental favorite since he's playing for his wife and mother who are both recovering from breast cancer surgery.
